South Korea Says North's Nuclear Compromise May Be Near韩国就北韩核问题提出妥协方案 South Korean officials are suggesting a compromise aimed at reviving efforts to get rid of North Korea's nuclear weapons may not be far off. The ed States and North Korea have been negotiating intensively on a means of confirming the accuracy of the nuclear declaration Pyongyang made earlier this year. The potential breakthrough comes at a moment of brinksmanship by the North. South Korean Foreign Minister Yu Myung-hwan told reporters in Seoul Friday the ed States will probably announce soon whether it intends to remove North Korea from a State Department list of nations suspected of sponsoring terrorism. Washington promised last year to take the North off that list, as part of a broader international deal that committed Pyongyang to declare and disable its main nuclear programs. President Bush delayed the scheduled removal in August, because North Korea refused to agree on steps for verifying the declaration it submitted earlier in the year was accurate. The North responded by ejecting international inspectors from the reprocessing facility at its main nuclear plant in Yongbyon. The ed Nations said Friday Pyongyang had informed inspectors they will now be denied access to any part of the Yongbyon complex. North Korea threatened earlier this month to resume deriving material useable for weapons from spent nuclear fuel. The South's Minister Yu says diplomacy may produce some movement on the stalemate soon. He says the US government is expected to make a decision on the terrorism list in the near future, and that discussions on a verification protocol are still under way. Yu pointed out that even though international inspectors have been denied access to Yongbyon, they are still being housed in North Korean dormitories near the complex and not expelled from the country. He says a compromise deal would focus narrowly on the North's plutonium-related nuclear activities. He says other issues, particularly that of a suspected North Korean uranium enrichment program, will be handled later on, as it is impossible to deal with every issue at once. Washington's chief envoy on the nuclear issue, Assistant Secretary of State Christopher Hill, met with senior North Korean officials last week in Pyongyang and is still conferring with his superiors in Washington. The Bush administration has not made any substantial details of the latest negotiations public. Dan Pinkston, a Seoul-based analyst with the International Crisis Group, speculates Washington and Pyongyang may soon reach a verification compromise. And that gets very technical and very detailed as far as environmental samples, and when and where they can take those samples, access to individual scientists and engineers for interviews, and records, and which kind of sites are available," Pinkston said. "And the technical people will have to work that out, and I'm sure there's been some lengthy discussions about that."“这是一个技术性很强的问题,而且就环境样品而言,内容也非常繁琐,例如什么时候以及在什么地方可以得到这些样片,能否接触到科学家和工程师本人进行访问并查看记录,以及哪一类设施可以接受核查等。 Pinkston believes it makes sense to delay issues unrelated to North Korea's plutonium programs like the one at Yongbyon. He says other matters can be handled after next month's U.S. presidential election."Wrapping up this second phase, disablement, would be a positive step - and we could move toward the dismantlement phase with the new administration in the U.S.," he said.North Korea conducted a nuclear test explosion in 2006. Several international media reports have reported possible suspicious activity at the site of that test, suggesting Pyongyang may be planning a followup. 200810/52538。

Paulson is calling on the 185-member-nation IMF to sharpen its focus on currency exchange rates and to more closely monitor financial markets. These weekend meetings are the regular semi-annual gatherings of the IMF's governing panel, whose developing country members - among others - include China, India, South Africa, Saudi Arabia and Venezuela. The challenges currently facing the world economy are unusual since at the same time that economic growth is slowing inflationary pressures are rising. Oil has touched a record 2 a barrel, and the price of rice has nearly doubled in just three months. IMF economists expect the world economy to slow to under four percent growth in 2008, its slowest performance in five years. 200804/34727。
  • Friday's US Presidential Debate Remains in Doubt麦凯恩奥巴马对暂停竞选各有立场 Presidential candidates John McCain and Barack Obama are taking a rare break from the campaign trail to join President Bush and congressional leaders at the White House for a meeting on the U.S. financial crisis. McCain and Obama are scheduled for their first debate Friday, but that event is now in doubt. Before returning to Washington to deal with the financial crisis, both candidates spoke to former President Bill Clinton's annual meeting of his Global Initiative Project in New York. Senator McCain said he is confident Congress and the Bush administration can agree on a financial bailout plan within the next few days. But McCain stood by his decision to suspend his presidential campaign and a call to delay Friday's first presidential debate at the University of Mississippi. A great deal is being asked of the American people, and great care must be taken to ensure their protection," he said. "As most of you know, I am an old Navy pilot and I know when a crisis calls for all hands on deck. That is the situation in Washington at this very hour when the whole future of the American economy is in danger. I cannot carry on a campaign as though this dangerous situation had not occurred or as though a solution were at hand, which it clearly is not." McCain's Democratic Party opponent, Senator Barack Obama, also addressed the Clinton conference by satellite from Florida, where he is preparing for Friday's debate. Obama echoed McCain's call for swift congressional action on a bailout plan that includes safeguards for taxpayers and homeowners. It is outrageous that we find ourselves in a situation where taxpayers must bear the burden and the risk for greed and irresponsibility on Wall Street and Washington," he said. "But we also know that failure to act would have grave consequences for jobs, for savings and retirement for the American people." Obama and McCain also want to prevent Wall Street executives responsible for the financial crisis from benefiting from the bailout plan. But Obama also made it clear that he intends to attend Friday's scheduled presidential debate in Mississippi. Our election is in 40 days, our economy is in crisis and our nation is fighting two wars abroad," he said. "The American people, I believe, deserve to hear directly from myself and Senator McCain about how we intend to lead our country. The times are too serious to put our campaigns on hold or to ignore the full range of issues that the next president will face." McCain's surprise call to delay the first of three presidential debates appeared to catch the Obama campaign off guard and has added a new element of uncertainty to the presidential race. Many Republicans have praised McCain for suspending his campaign, saying it shows he is willing to put the country's needs above politics. But many Democrats have criticized McCain for what they say is a political stunt that will do little to bring about a compromise bailout plan in Congress. 200809/50502。

  • Host: And Helen Fisher is the author of Why We Love and studied relationships for years. Hey, Helen nice to see you. So it's a little bit like ok when, when people get(s) together, initially they say ah, there is such chemistry (Right.)between me and her. That's true, but unfortunately it seems like the chemistry changes after a year. You buy it? H: Uh, it... probably not after a year. I mean, actually this study they said it was one to two years. But they also were studying only people who were um said that they were not in love after that period of time. So they weren't studying people who re... remained in love, which is possible you know. Host: When we talk .... Before we talk about the concept, then let's just talk about the study. (Right.) If it was a good sampling, do you think it was an accurate study? H: Well, it's hard to know. I mean they had 39 people and would have been great if they had 1039. But 39 is better than nothing, then. You know you would expect, I mean, this is one of the most powerful experiences on earth when men make love and it's much more powerful than the sex drive. And you would expect all kinds of bodily chemicals to be involved in it. What they've done is they found just another. Host: Have we heard about these nerve growth factors before? I mean that did, did they apply in other situations? H: Yeah absolutely. They help with the nourishment of the cells of the body. And some people think that they are associated also with anxiety, and feelings of dependence and euphoria, which are associated with romantic love. Host: What about age? Does that apply in here? I mean do you , do you tend to have more fluctuation in the levels of these things when you are younger or when you are older? H: We don't know about nerve growth factor. But I studied 430 Americans and actually 420 Japanese and my sample of people over 45 show just as mush as that sweaty palms syndrome as those who are under 25, so...Host: So you don't lose that puppy love feeling just because you are 45 years old. H: No, you know what, I have had an 8-year-old boy, perfectly described to me his infatuation for an 8-year-old girl. And I certainly know people in their 70s who are mad in love. I think this is a brain system a lot like the fear system. It can be triggered at anytime in life. Host: If there is in fact a decrease in certain body chemicals(Right.) and the euphoria starts to wane. Is there anything people can do to keep it going? H: Yes, very definitely. First of all, you gotta pick the right person so that there is real chemical continuing reaction between the two of you. And second you can do novel things together. Novelty drives the levels of the dopamine in the brain, and I and my colleagues have found that dopamine in the brain is associated with romantic love so that's why vacations are so exciting. You know you do something novel, you do something exciting. It changes those chemicals and you can feel that feeling again. Host: By the way, you don't think it's a bad idea if the euphoria goes at the end of the year because if you stay in the relationship, you will find out if you really truly love that person or you are just having a chemical reaction? H: Absolutely, absolutely, as a matter of fact I mean, you know, I've often recommended to people that, you know, waiting till that intense passion wears off then you know what you've got. Host: Call me in a year, right. Helen Fisher, thanks so much. H: Thank you. 200808/46185。
