In the face of the crisis, countries and the international community have taken various measures to address it. These measures have played an important role in boosting confidence, reducing the consequences of the crisis, and forestalling a meltdown of the financial system and a deep global recession. This crisis is attributable to a variety of factors and the major ones are: inappropriate macroeconomic policies of some economies and their unsustainable model of development characterized by prolonged low savings and high consumption; excessive expansion of financial institutions in a blind pursuit of profit; lack of self-discipline among financial institutions and rating agencies and the ensuing distortion of risk information and asset pricing; and the failure of financial supervision and regulation to keep up with financial innovations, which allowed the risks of financial derivatives to build and sp. As the saying goes, "A fall in the pit, a gain in your wit," we must draw lessons from this crisis and address its root causes. We are facing severe challenges, including notably shrinking external demand, overcapacity in some sectors, difficult business conditions for enterprises, rising unemployment in urban areas and greater downward pressure on economic growth.坦率地说,这场危机对中国经济也造成较大冲击,我们正面临严峻挑战。主要是:外部需求明显收缩,部分行业产能过剩,企业生产经营困难,城镇失业人员增多,经济增长下行的压力明显加大。As a big responsible country, China has acted in an active and responsible way during this crisis. We mainly rely on expanding effective domestic demand, particularly consumer demand, to boost economic growth. We have made timely adjustment to the direction of our macroeconomic policy, swiftly adopted a proactive fiscal policy and a moderately easy monetary policy, introduced ten measures to shore up domestic demand and put in place a series of related policies. Together, they make up a systematic and comprehensive package plan aimed at ensuring steady and relatively fast economic growth. 中国作为一个负责任的大国,在危机中采取了积极负责的态度。我们把扩大国内有效需求特别是消费需求作为促进经济增长的基本立足点。及时调整宏观经济政策取向,果断实施积极的财政政策和适度宽松的货币政策,迅速出台扩大国内需求的十项措施,陆续制定和实施一系列政策,形成了系统完整的促进经济平稳较快发展的一揽子计划。这个计划包括:First, substantially increase government spending and implement a structural tax cut. The Chinese Government has rolled out a two-year program involving a total investment of RMB 4 trillion, equivalent to 16 percent of China's GDP in 2007. 一是大规模增加政府出和实施结构性减税。中国政府推出了总额达4万亿的两年计划,规模相当于2007年中国GDP的16%。The investment will mainly go to government-subsidized housing projects, projects concerning the well-being of rural residents, railway construction and other infrastructural projects, environmental protection projects and post-earthquake recovery and reconstruction. Some of them are identified as priority projects in China's 11th Five-Year Plan for Economic and Social Development. The rest are additional ones to meet the needs of the new situation. This two-year stimulus program has gone through scientific feasibility studies and is supported by a detailed financial arrangement. RMB 1.18 trillion will come from central government's budget, which is expected to generate funds from local governments and other sources. The Chinese Government has also launched a massive tax cut program which features the comprehensive transformation of the value-added tax, the adoption of preferential tax policies for small and medium-sized enterprises (SMEs) and real estate transactions, and the abolition or suspension of 100 items of administrative fees. The central bank has cut deposit and lending rates of financial institutions five times in a row, with the one-year benchmark deposit and lending rates down by 1.89 percentage points and 2.16 percentage points respectively. Thus the financial burden of companies has been greatly reduced. The required reserve ratio has been lowered four times, adding up to a total reduction of 2 percentage points for large financial institutions and 4 percentage points for small and medium-sized ones. This has released around RMB 800 billion of liquidity and substantially increased funds available to commercial banks. We are seizing the opportunity to push ahead comprehensive industrial restructuring and upgrading. To this end, plans are being drawn up for key industries such as automobile and iron and steel, which not only focus on addressing the immediate difficulties of enterprises but also look toward their long-term development. We have taken strong measures to facilitate the merger and reorganization of enterprises, phase out backward production capacity, promote advanced productive forces, and improve industry concentration and the efficiency of resource allocation. We encourage our enterprises to upgrade technologies and make technological renovation. We support them in making extensive use of new technologies, techniques, equipment and materials to restructure their product mix, develop marketable products and improve their competitiveness. This will provide scientific and technological support for China's sustainable economic development at a higher level. We are developing high-tech industrial clusters and creating new social demand and new economic growth areas. 四是大力度推进科技创新和技术改造。加快实施国家中长期科学和技术发展规划,特别是16个重大专项,突破一批核心技术和关键共性技术,为中国经济在更高水平上实现可持续发展提供科技撑。推动发展高新技术产业群,创造新的社会需求,培育新的经济增长点。Fifth, substantially raise the level of social security. We have accelerated the improvement of social safety net. We will continue to increase basic pension for enterprise retirees and upgrade the standard of unemployment insurance and workers' compensation. We will raise the level of basic cost of living allowances in both urban and rural areas, welfare allowances for those rural residents without family support and the special allowances and assistance to entitled groups. This year, the central budget for social security and employment will increase at a much higher rate than the growth of the overall fiscal revenue. 五是大幅度提高社会保障水平。我们加快完善社会保障体系,继续提高企业退休人员基本养老金,提高失业保险金和工伤保险金的标准,提高城乡低保、农村五保等保障水平,提高优抚对象抚恤和生活补助标准。今年,中央财政用于社会保障和就业的资金投入增幅将大大高于财政收入的增幅。We are advancing the reform of the medical and health system and working to put in place a nationwide basic medical and health system covering both urban and rural areas within three years and achieve the goal of everyone having access to basic medical and health service. In particular, we have introduced various policy measures to help college graduates and migrant workers find jobs and provided more government-funded jobs in public service. These major policy measures as a whole target both symptoms and root causes, and address both immediate and long-term concerns. They represent a holistic approach and are mutually reinforcing. They are designed to address the need to boost domestic demand, just and reinvigorate industries, encourage scientific innovation and strengthen social security. They are designed to stimulate consumption through increased investment, overcome the current difficulties with long-term development in mind, and promote economic growth in the interest of people's livelihood. We managed to maintain steady and relatively fast economic growth in 2008 despite two unexpected massive natural disasters. Our GDP grew by 9 percent. CPI was basically stable. We had a good grain harvest for the fifth consecutive year, with a total output of 528.5 million tons. Eleven million and one hundred and thirty thousand new jobs were created in cities and towns. Household income in both urban and rural areas continued to rise. The financial system functioned well and the banking system kept its liquidity and credit asset quality at a healthy level. When China, a large developing country, runs its affairs well, it can help restore confidence in global economic growth and curb the sp of the international financial crisis. It will also help increase China's imports and outbound investment, boost world economic growth and create more development and job opportunities for other countries. Thanks to our right judgment of the situation and prompt and decisive adjustment to our macroeconomic policy, our economy remains on the track of steady and fast development. Our package plan takes into consideration both the need to address current difficulties and that of long-term development. It is beginning to produce results and will be more effective this year. Our confidence also comes from the fact that the advantages contributing to China's economic growth remain unchanged. With 30 years' of reform and opening-up, we have laid a good material, technological and institutional foundation. We have a large well-trained and relatively low-cost labor force. We have a healthy fiscal balance, a sound financial system and adequate funds. Our system enables us to mobilize the necessary resources for big undertakings. There is harmony and stability in our society. What is more important, we follow a scientific approach to development which puts people first and seeks comprehensive, balanced and sustainable development. We are committed to reform, opening-up and win-win progress. We have found the right development path in line with China's national conditions and the trend of our times. Our people are hard-working, persevering and resilient. All across this country, Americans are responding to difficult economic times by tightening their belts and making tough decisions about where they need to spend and where they need to save. The question the American people are asking is whether Washington is prepared to act with the same sense of responsibility.I believe we can and must do exactly that. Over the course of our first hundred days in office, my administration has taken aggressive action to confront a historic economic crisis. We're doing everything that we can to create jobs and to get our economy moving while building a new foundation for lasting prosperity -- a foundation that invests in quality education, lowers health care costs, and develops new sources of energy powered by new jobs and industries.But one of the pillars of this foundation is fiscal responsibility. We can no longer afford to spend as if deficits don't matter and waste is not our problem. We can no longer afford to leave the hard choices for the next budget, the next administration -- or the next generation.That's why I've charged the Office of Management and Budget, led by Peter Orszag and Rob Nabors who are standing behind me today, with going through the budget -- program by program, item by item, line by line -- looking for areas where we can save taxpayer dollars.Today, the budget office is releasing the first report in this process: a list of more than 100 programs slated to be reduced or eliminated altogether. And the process is ongoing.I want to be clear: There are many, many people doing valuable work for our government across the country and around the world. And it's important that we support these folks -- people who don't draw a big paycheck or earn a lot of praise but who do tough, thankless jobs on our behalf in our government. So this is not a criticism of them.At the same time, we have to admit that there is a lot of money that's being spent inefficiently, ineffectively, and, in some cases, in ways that are actually pretty stunning.Some programs may have made sense in the past -- but are no longer needed in the present. Other programs never made any sense; the end result of a special interest's successful lobbying campaign. Still other programs perform functions that can be conducted more efficiently, or are aly carried out more effectively elsewhere in the government.One example of a program we will cut is a long-range radio navigation system which costs taxpayers million a year. This system once made a lot of sense, before there were satellites to help us navigate. Now there's GPS. And yet, year after year, this obsolete technology has continued to be funded even though it serves no government function and very few people are left who still actually use it.Another example is the National Institute for Literacy. Now, I strongly support initiatives that promote literacy -- it's critical -- but I oppose programs that do it badly. Last year, nearly half of the funding in this program was spent on overhead. So we've proposed cutting the million for this program in favor of supporting literacy efforts within the Department of Education which use tax dollars more effectively and wisely.We're also closing an office maintained by the Department of Education in Paris. This is an office that costs hundreds of thousands of dollars to employ one person as a representative to ed Nations Educational, Scientific and Cultural Organization, or UNESCO. Now, participation in UNESCO is very important, but we can save this money and still participate using e-mail and teleconferencing and a small travel budget.In addition, we're going to save money by eliminating unnecessary defense programs that do nothing to keep us safe, but rather prevent us from spending money on what does keep us safe. One example is a 5 million program to build an alternate engine for the Joint Strike Fighter. The Defense Department is aly pleased with the engine it has. The engine it has works. The Pentagon does not want and does not plan to use the alternative version. That's why the Pentagon stopped requesting this funding two years ago. It's not every day that Americans look forward to hearing from the Internal Revenue Service, but over the past few weeks many Americans have received a letter from the IRS with some good news. The letters explain that millions of individuals and families will soon be receiving tax rebates, thanks to the economic growth package that Congress passed and I signed into law last month.   Americans who are eligible for a rebate will get it automatically by simply filing their taxes. If you are not a tax filer, you should visit your local IRS office to fill out the necessary paperwork so you can get your rebate on time.   The growth package also contains incentives for businesses to invest in new equipment this year. On Wednesday I visited a printing company in Virginia that has decided to use these incentives to purchase new software. As more businesses begin taking advantage of these incentives, investment will pick up and so will job creation. And together with the individual tax rebates, these incentives will help give our economy a shot in the arm.   For many families, the greatest concern with the economy is the downturn in the housing market. My Administration has taken action to help responsible homeowners keep their homes. In October, we helped bring together a private sector group called the HOPE NOW Alliance. HOPE NOW has helped streamline the process for refinancing and modifying mortgages, and it runs a national hotline to connect struggling homeowners with mortgage counselors.   On Friday, I visited an impressive mortgage counseling center in New Jersey. At the center, I met with homeowners who have been able to get help, thanks to HOPE NOW. One of them is Danny Cerchiaro. Danny owns a home in New Jersey that also serves as a studio for his movie production company. When Danny and his wife learned that their adjustable rate mortgage was resetting to a higher rate this past summer, they became concerned about their financial security. So Danny called HOPE NOW for help. Less than two months later, he was able to get a more affordable fixed-rate mortgage. And today Danny calls the mortgage counselor who helped him, "the magic lady."   Theresa Torres from Kansas City is another homeowner who has been helped. Theresa called HOPE NOW after she and her husband fell behind on their mortgage payments in December. A mortgage counselor helped Theresa modify her mortgage. Today she no longer worries about losing her home.   There are hundreds of thousands of homeowners like Theresa and Danny who could benefit from calling HOPE NOW. HOPE NOW can help homeowners find the right solution for them. One solution for some homeowners is a new program we launched at the Federal Housing Administration called FHASecure. So far this program has helped more than 130,000 families refinance their mortgages. And by the end of the year we expect this program to have reached nearly 300,000 homeowners in all. Let me begin by welcoming the Cabinet Secretaries who are here. I know I saw at least one of them, Kathleen Sebelius, our outstanding Secretary of Health and Human Services. (Applause.) I want to thank all the members of Congress who are present and all the distinguished guests that are here -- that includes all of you.In particular, I want to recognize Ambassador Eric Goosby, our Global AIDS Coordinator. (Applause.) Eric’s leadership of the President’s Emergency Plan for AIDS Relief is doing so much to save so many lives around the world. He will be leading our delegation to the International AIDS Conference in Vienna next week. And so I’m grateful for his outstanding service. So thank you very much. (Applause.)Now, it’s been nearly 30 years since a CDC publication called Morbidity and Mortality Weekly Report first documented five cases of an illness that would come to be known as HIV/AIDS. In the beginning, of course, it was known as the “gay disease” –- a disease surrounded by fear and misunderstanding; a disease we were too slow to confront and too slow to turn back. In the decades since -– as epidemics have emerged in countries throughout Africa and around the globe -– we’ve grown better equipped, as individuals and as nations, to fight this disease.From activists, researchers, community leaders who’ve waged a battle against AIDS for so long, including many of you here in this room, we have learned what we can do to stop the sp of the disease. We’ve learned what we can do to extend the lives of people living with it. And we’ve been reminded of our obligations to one another -– obligations that, like the virus itself, transcend barriers of race or station or sexual orientation or faith or nationality.So the question is not whether we know what to do, but whether we will do it. (Applause.) Whether we will fulfill those obligations; whether we will marshal our resources and the political will to confront a tragedy that is preventable. All of us are here because we are committed to that cause. We’re here because we believe that while HIV transmission rates in this country are not as high as they once were, every new case is one case too many. We’re here because we believe in an America where those living with HIV/AIDS are not viewed with suspicion, but treated with respect; where they’re provided the medications and health care they need; where they can live out their lives as fully as their health allows. And we’re here because of the extraordinary men and women whose stories compel us to stop this scourge. I’m going to call out a few people here -- people like Benjamin Banks, who right now is completing a master’s degree in public health, planning a family with his wife, and deciding whether to run another half-marathon. Ben has also been HIV-positive for 29 years -– a virus he contracted during cancer surgery as a child. So inspiring others to fight the disease has become his mission.We’re here because of people like Craig Washington, who after seeing what was happening in his community -– friends passing away; life stories sanitized, as he put it, at funerals; homophobia, all the discrimination that surrounded the disease –- Craig got tested, disclosed his status, with the support of his partner and his family, and took up the movement for prevention and awareness in which he is a leader today.We’re here because of people like Linda Scruggs. (Applause.) Linda learned she was HIV-positive about two decades ago when she went in for prenatal care. Then and there, she decided to turn her life around, and she left a life of substance abuse behind, she became an advocate for women, she empowered them to break free from what she calls the bondage of secrecy. She inspired her son, who was born healthy, to become an AIDS activist himself.We’re here because of Linda and Craig and Ben, and because of over 1 million Americans living with HIV/AIDS and the nearly 600,000 Americans who’ve lost their lives to the disease. It’s on their behalf -– and on the behalf of all Americans -– that we began a national dialogue about combating AIDS at the beginning of this administration. In recent months, we’ve held 14 community discussions. We’ve spoken with over 4,200 people. We’ve received over 1,000 recommendations on the White House website, devising an approach not from the top down but from the bottom up.And today, we’re releasing our National HIV/AIDS Strategy, which is the product -- (applause) -- which is the product of these conversations, and conversations with HIV-positive Americans and health care providers, with business leaders, with faith leaders, and the best policy and scientific minds in our country.Now, I know that this strategy comes at a difficult time for Americans living with HIV/AIDS, because we’ve got cash-strapped states who are being forced to cut back on essentials, including assistance for AIDS drugs. I know the need is great. And that’s why we’ve increased federal assistance each year that I’ve been in office, providing an emergency supplement this year to help people get the drugs they need, even as we pursue a national strategy that focuses on three central goals.First goal: prevention. We can’t afford to rely on any single prevention method alone, so our strategy promotes a comprehensive approach to reducing the number of new HIV infections -– from expanded testing so people can learn their status, to education so people can curb risky behaviors, to drugs that can prevent a mother from transmitting a virus to her child.To support our new direction, we’re investing million in new money, and I’ve committed to working with Congress to make sure these investments continue in the future.The second --AUDIENCE MEMBER: Mr. President --THE PRESIDENT: Let’s -- hold on -- you can talk to me after -- we’ll be able to talk after I speak. That’s why I invited you here, right? So you don’t have to yell, right? (Applause.) Thank you.Second is treatment. To extend lives and stem transmission, we need to make sure every HIV-positive American gets the medical care that they need. (Applause.) And by stopping health insurers from denying coverage because of a preexisting condition and by creating a marketplace where people with HIV/AIDS can buy affordable care, the health insurance reforms I signed into law this year are an important step forward.And we’ll build on those reforms, while also understanding that when people have trouble putting food on the table or finding a place to live, it’s virtually impossible to keep them on lifesaving therapies. (Applause.)Now, the third goal is reducing health disparities by combating the disease in communities where the need is greatest. (Applause.)We all know the statistics. Gay and bisexual men make up a small percentage of the population, but over 50 percent of new infections. For African Americans, it’s 13 percent of the population -- nearly 50 percent of the people living with HIV/AIDS. HIV infection rates among black women are almost 20 times what they are for white women. So, such health disparities call on us to make a greater effort as a nation to offer testing and treatment to the people who need it the most. (Applause.) So reducing new HIV infections; improving care for people living with HIV/AIDS; narrowing health disparities -- these are the central goals of our national strategy. They must be pursued hand in hand with our global public health strategy to roll back the pandemic beyond our borders. And they must be pursued by a government that is acting as one. So we need to make sure all our efforts are coordinated within the federal government and across federal, state and local governments -– because that’s how we’ll achieve results that let Americans live longer and healthier lives. (Applause.) So, yes, government has to do its part. But our ability to combat HIV/AIDS doesn’t rest on government alone. It requires companies to contribute funding and expertise to the fight. It requires us to use every source of information –- from TV to film to the Internet -– to promote AIDS awareness. It requires community leaders to embrace all -- and not just some -- who are affected by the disease. It requires each of us to act responsibly in our own lives, and it requires all of us to look inward -- to ask not only how we can end this scourge, but also how we can root out the inequities and the attitudes on which this scourge thrives.When a person living with HIV/AIDS is treated as if she’s done something wrong, when she’s viewed as being somehow morally compromised, how can we expect her to get tested and disclose her diagnosis to others? (Applause.)When we fail to offer a child a proper education, when we fail to provide him with accurate medical information and instill within him a sense of responsibility, then how can we expect him to take the precautions necessary to protect himself and others? (Applause.)When we continue, as a community of nations, to tolerate poverty and inequality and injustice in our midst, we don’t stand up for how women are treated in certain countries, how can we expect to end the disease –- a pandemic -– that feeds on such conditions? So fighting HIV/AIDS in America and around the world will require more than just fighting the virus. It will require a broader effort to make life more just and equitable for the people who inhabit this Earth. And that’s a cause to which I’ll be firmly committed so long as I have the privilege of serving as President. So to all of you who have been out there in the field, working on this issues day in, day out, I know sometimes it’s thankless work. But the truth is, you are representing what’s best in all of us -- our regard for one another, our willingness to care for one another. I thank you for that. I’m grateful for you.
