The prosecutor for the International Criminal Court, Luis Moreno-Ocampo has asked for an arrest warrant for Sudan President Omar Hassan al-Bashir, accusing him of masterminding genocide and war crimes in Sudan's Darfur region. A three-judge panel is expected to take weeks or months to decide whether a warrant of arrest can be issued. Prosecutor Luis Moreno-Ocampo made the announcement at a press conference at the International Criminal Court headquarters in The Hague. I just submitted an application requesting to the pre-trial chamber Number-three to issue an arrest warrant against Omar Hassan Ahmad al-Bashir for genocide, crimes against humanity and war crimes," he said. But Moreno-Ocampo stressed he was not indicting President Bashir. I like to be very clear on this; I am requesting a decision to the judges, they can agree with my application, they can dismiss my application they can do something different, they can request more evidence," he said. "So, the judges have the power now to decide." The prosecutor also said if indicted Mr. Bashir could face three counts of genocide, and charges of causing serious mental harm, and deliberately inflicting conditions calculated to bring about physical destruction. He added the president could also face five counts of crimes against humanity, including murder, extermination, forcible transfer of the population, torture and rape. Should the judges decide to issue a warrant for Mr. Bashir's arrest, he would become the first serving head of state to be indicted by the ICC. Sudan does not recognize the ICC and has steadfastly refused to hand over two other suspects charged by the court, Humanitarian Affairs Minister Ahmad Harun and Janjaweed militia leader Ali Kushayb. The decision to pursue the case against President al-Bashir has been met with hostility by the Sudanese who say it will jeopardize peace talks between the government and Darfur rebels. Khalid al Mubabrak, the Sudanese Embassy spokesman in London, dismissed the charges against his president as false. He underscored the fact the ICC has no jurisdiction over Sudan. Just like the ed States of America we have not ratified the Statute of Rome, which created the ICC," said Mubarak. "Sudan has got its own judicial system it is quite efficient it has aly looked into matters about Darfur, indicted some people, set some people free imprisoned some people." Mubarak added the prosecutor's action could actually prolong the Darfur crisis as it might encourage Darfur rebels to step up their insurgency. Attacks on government installations by Darfur rebels in 2003 set off the crisis. The Sudanese government allegedly responded by arming militias that forcibly displaced hundreds of thousands of people. The ed Nations estimates that 300,000 people have died as a result of the conflict. More than two million are said to be displaced, the majority of them living in camps in Darfur. 200807/44083France has launched a groundbreaking program to educate future imams and Muslim chaplains about the country and its values. The goal: to put a French stamp on Islam, the second largest religion in France. The courses are being held in an unusual location - the Catholic Institute of Paris, an institution better known for training priests and Christian scholars than Muslim clerics. Established in collaboration with the French government and the Paris mosque, the program began in January with a largely male class of 25. It aims to give the students a broad understanding of France's legal, historical and social mores. What the year-long program does not do, says Interior Ministry spokesman Gerard Gachet is offer theology training. Gachet says religious training for the future clerics is the role of Muslim institutes. But the government believes the courses on France will help shape a French Islam that is perfectly in touch with society. The students at the Catholic Institute course are largely foreign born, with many coming from North and sub-Saharan Africa. The program's director, Olivier Bobineau, says they are eager to learn. Bobineau says he hopes the students end up with a better understanding of the relationship between politics and religion in France - and the values and rules that exist here. Experts say the courses fill a critical gap. Most of France's five to seven million Muslims - the largest Muslim community in Western Europe - were born here. By contrast, roughly 80 percent of the 1,200 imams preaching in French mosques and prayer houses were born overseas. Some cannot converse with their own faithful, much less understand French laws and social customs. Sociologist Franck Fregosi specializes in Islam at the National Center for Scientific Research, a French think tank.Fregosi says foreign-born imams are often unprepared for their jobs in France. He syas many Turkish clerics, for example, do not know anything about French history, some preachers cannot speak French. Djelloul Seddiki, the director of the Al Ghazali imam training program at the Paris mosque agrees. For example, Seddiki says, the mosque's Koranic program can teach students that a man can have up to four wives - in accordance with Muslim tradition. But polygamy is illegal in France. The Catholic Institute's training has another goal: To ensure a moderate, tolerant Islam flourishes in France, which has been the target of Islamist terrorist attacks. For now, the students come only from the Paris mosque. Those affiliated with other French Muslim organizations, including the popular, more fundamentalist Union of Islamic Organizations of France, do not participate - reflecting larger, political divisions within France's Muslim community. What is clear is that the clerics graduating from the program are desperately needed. Roughly half of all French mosques have no preachers. But the new graduates are not necessarily assured of jobs. Djelloul Seddiki of the Paris mosque.Seddiki says many Muslim communities in France simply cannot afford to pay the salaries of full-time imams. Some of those who do preach here, from Algeria or Turkey, are paid for by their governments. The rest preach part time and sometimes free of charge. France's Muslim community is trying to come up with its own means of financing its clerics. Seddiki, for one, believes this will happen - in time. 200803/29899

Musharraf Praises 'New Era of Democracy' for Pakistan穆沙拉夫称巴基斯坦走向民主时代Pakistan's president says his country, is ushering in a new era of democracy following years of his autocratic rule. Pervez Musharraf, in his Pakistan Day address, also credited his regime with paving the way for the return to civilian government. Members of the armed forces - from the mechanized infantry to nurses - paraded past President Pervez Musharraf and other dignitaries, while fighter jets screeched by overhead, as the country celebrated Pakistan Day. The unpopular president, who came to power in a 1999 military coup, appeared in civilian clothing after yielding to pressure last November to give up the powerful post as Army chief. In his address at the national stadium in the capital Sunday, Mr. Musharraf hailed a "new real era of democracy" for Pakistan. While making reference to the incoming civilian government resulting from democratic elections he permitted this year, the president also defended his nine years of strong-armed rule as a journey "toward democracy and development." It is uncertain whether this president will ever again preside over such a ceremony. The caretaker government he appointed is in its last hours. Mr. Musharraf will swear-in a democratically-elected prime minister on Tuesday replacing the figurehead he had appointed. The new prime minister is certain to be Yousuf Raza Gilani of the Pakistan People's Party, or PPP. Gilani on Sunday was asked by reporters whether he is certain to serve a full five-year term. He responded, "We are not here to count how many days we have remaining in the Assembly. People are not concerned whether we are here completing five years or not completing. They are only concerned whether we have delivered to the nation or not."Pakistan has a history of military coups and of presidents dismissing prime ministers. Gilani aly faces the perception that he will serve at the whim of party co-chairman Asif Ali Zardari, the widower of former Prime Minister Benazir Bhutto. Speculation is intense here that Zardari seeks to install himself as prime minister, perhaps within a matter of months. The Pakistan Peoples Party has agreed to a coalition government with a long-time rival, the Muslim League faction of former Prime Minister Nawaz Sharif. During the campaign both parties expressed opposition to the president's autocratic rule. Many members of the new coalition want Mr. Musharraf to exit quickly as head of state, either by resignation or through impeachment. Another showdown is looming between legislators and the president. The PPP and Mr. Sharif's party have agreed to reinstate the top layer of the country's judiciary which Mr. Musharraf removed last year. The embattled head of state on Sunday also called on the new government to maintain peace and socio-economic development. The president added that he hopes Pakistan's civilian leaders will continue the struggle with the same force that he has applied against terrorism and extremism. Mr. Musharraf has been Washington's staunch ally in the U.S.-led international war against terrorism. It is unclear whether the democratically-elected government leaders will have the same stance or take a different approach to the security threats facing the country. Office blocks modeled on termite nests and buildings that can resist climate change have been the focus at a conference by some of Australia's most influential designers in Melbourne. They are calling for radical changes to the way that buildings are constructed. Architects have said that the natural world should be a great source of inspiration. Australian designers have said this is the beginning of the "biological age." A conference in Melbourne has heard that their professional attention needs to be diverted from creating items society really does not need - such as stackable chairs that turn into a piece of sculpture, fancy sunglasses and exotic cars. What they want to see are designs that harness the forces of nature, through buildings covered in plants that can draw carbon dioxide out of the air, and floating cities that preserve fertile land for farming. Mick Pearce, a Zimbabwean architect living in Melbourne, has been inspired by the humble termite. Rather like blood circulating in our veins, inside the termites nest it is air that is moved by external temperature and pressures," Pearce explained. "The termites nest is a system like our bodies. It's self regulating temperature-wise and that, in a way, is an excellent model for a building. It's an extension to our metabolism, if you like, and this means you can build a building and use far less energy." In Zimbabwe, Mick Pearce has constructed offices built on such principles that have employed vertical tunnels for ventilation and consume about 10 percent of the electricity of a normal air-conditioned building. He has also designed a similar structure - called Council House Two - which has become one of Melbourne's most energy efficient buildings, using the sun and the wind for heat and cooling. The environmentally friendly building in the heart of Australia's second biggest city consumes only 15 percent of the energy of a regular office tower and about 30 percent of the water. Lindsay Johnson, governor of Architecture Australia, a body representing the profession, was a keynote speaker at the design conference. He says taking inspiration from the natural world has become imperative. This is the way to go and basically we all have to really think about how we're going to live without depending on oil or coal," Johnson said. "The really badly designed buildings of the recent past which have depended on fossil fuels to make them habitable will become a thing of the past. I think everybody will have to adapt to this." Climate change and Australia's response to it have become major points of discussion. The driest inhabited continent is one of the world's worst per capita emitters of greenhouse gases. Some scientists have warned that Australia was facing a ten-fold increase in heat waves as a shifting climate increases temperatures. There's a Santa's carrier. For Tom Scheib, today is one of those days he spends most of the year preparing for.Let's just put the harness out right here. This is his time to make any last-minute adjustments and see that his team is in good spirit and y for their performance.Hi, Elli, how are you doing? to put something on the back burner ———— 将某事搁置(成语)英文释义 (IDIOM) To delay something by making it a low priority. (NOTE: ;burner; refers to the heating element of a stove)例句 I was disappointed when our management team decided to put my favorite project on the back burner, because I knew it would be a full year before they reconsidered their decision. /201606/450534The joint study published today by the Health Care Commission, the National Audit Office and Audit Commission says that without clear leadership from government departments, the target of halting obesity in children under 11 by 2010 will fail, and it cites too few staff and a lack of specific funding as problems. Junk food, too little exercise and an increasingly sedentary life style, all well-known factors in the spiraling problem of childhood obesity in Britain. The causes are clear, but the government's efforts to tackle the problem are inefficient, confused and under-resourced according to Today's Report. Obesity costs the NHS one billion pounds a year, and blights the health of up to one million children under 16. Doctors say this could be the first generation for decades to die before their parents unless urgent action is taken. Yet, progress is so slow according to Today's Report that the government risks missing its target of halting obesity in children under 11 by 2010. The Health Care Commission, Audit Commission and National Audit Office're pointing out it's taken 31 experts 18 months to agree how to measure obesity. The report says there are many initiatives to tackle the problem, but no specific funding. It complains that many organizations involved are unclear about their roles, causing potential confusion and wasting resources. And it adds that there are too few frontline staff to deal with the complex problem of obesity. "What is needed is more leadership from the government departments involved, that then needs to flow down to clearer programmes and funding at the regional level, and that in turn needs to flow down to better guidance and support and advice for those actually working with children. " The fight against obesity in children has backing at the highest level of government, yet the report claims that a clear lack of direction is hampering the efforts of five government departments at hundreds of local organizations. "People are eating more processed foods, and also doing less exercise, and we are trying to turn that around, and the Healthy Start Scheme, the free food in schools, but also working with families as well as school's health authorities and others, is part of that, but it's a, it isn't an easy task. " Recent initiatives have included replacing junk food in schools with healthy alternatives, largely as a result of a campaign by TV chef Jenny Oliver. There is evidence of changing eating habits in Britain. Fast food chain McDonald's has decided to close 25 branches around the country because of falling sales. But Today's Report warns that children face adulthood illnesses such as diabetes and heart disease if the obesity strategy isn't speeded up. 200805/39226

U.S. Vice President Dick Cheney met with Israeli and Palestinian leaders on Sunday. On a trip the West Bank, Cheney warned Palestinians that continued violence against Israel will hurt efforts to create a Palestinian state. Cheney traveled to the West Bank city of Ramallah Sunday where he met with moderate Palestinian President Mahmoud Abbas and with Prime Minister Salam Fayyad. In remarks following the talks with Mr. Abbas, Cheney said the U.S. is strongly committed to the establishment of a Palestinian state. However, he said Palestinian violence against Israel could doom any chance for a future Palestine. Terror and rockets do not merely kill innocent civilians, they also kill the legitimate hopes and aspirations of the Palestinian people," Cheney said. "A negotiated end to the Israeli-Palestinian conflict, one that addresses the legitimate national claims of both peoples, would have limitless value. Years of mistrust and violence have achieved nothing, and the extremists who have stood in the way of a settlement have only caused grief and suffering for the Palestinian and Israeli peoples." In his remarks, Palestinian President Abbas condemned rocket attacks from the Gaza Strip that target towns in southern Israel. He also called on Israel to ease its restrictions on the Palestinians. Mr. Abbas says peace will not come to the Middle East as long as Israel continues to build settlements in the occupied West Bank and kills Palestinians in their own territory. Palestinian and Israeli negotiators have been holding a series of talks since late last year, aimed at reaching a peace agreement by the end of this year. However Palestinians say the talks have not resulted in any progress when it comes to stopping Israeli settlement building in the West Bank, or easing restrictions on Palestinians' freedom of movement. Israel says Palestinians must do more to stop terrorism, including the rocket attacks from the Gaza Strip. A spokesman for Hamas militants who control Gaza criticized Cheney's visit, saying it was designed only to offer support for Israel's actions against the Palestinians. Hamas militants defeated Fatah forces loyal to Mr. Abbas last year, taking control of Gaza and effectively splitting the Palestinian territories in two. Mr. Abbas says any reconciliation must be contingent upon Hamas agreeing to restore his authority in Gaza, something Hamas leaders have so far been unwilling to do. Efforts to reconcile Palestinians appeared to take a step forward on Sunday when Hamas and Fatah representatives meeting in Yemen agreed to hold direct talks aimed at resolving their split. No date has been set for the talks, but the issue is expected to be on the agenda at the upcoming Arab summit in Damascus scheduled to take place at the end of March. 200803/31896Experts Say US Voters Withholding Judgment on Obama美选民意向未决 奥巴马小幅领先With less than 100 days until the U.S. presidential election on November 4, public opinion polls show most Americans disapprove of the job President Bush is doing and would generally prefer a Democrat to succeed him in the White House next year. But the polls also show that the presumptive Democratic nominee, Senator Barack Obama, is only slightly ahead of his Republican opponent, Senator John McCain. Three months before Election Day, the presidential race between Democrat Barack Obama and Republican John McCain appears to be close. The structure of the race has been remarkably stable all summer," said Karlyn Bowman, who monitors U.S. public opinion at the American Enterprise Institute in Washington. "In Gallup's national daily tracking [poll] for June and July, Obama has averaged a three percentage point lead over John McCain." But many experts say that three points seems a small lead given polls that show Americans are weary of the Bush administration, increasingly concerned about the economy and generally favor Democratic approaches on many issues. Quinnipiac University pollster Peter Brown says there is one main reason why many voters seem to be holding off in deciding between candidates McCain and Obama. Candidly, I think this election is about Senator Obama," he said. "And he has a threshold to cross in order to close the sale. He is ahead. We know that. A number of voters are not sure yet whether they want to vote for him. They do not necessarily want to vote against him. In fact, voters want to elect a Democrat. They are just not sure they want Barack Obama." The McCain campaign is doing what it can to raise questions about Obama's experience and leadership capabilities. In effect, McCain is trying to define Obama for voters, and not in a positive way. It is a tactic that has been effective in recent presidential elections. Democratic candidates Michael Dukakis in 1988 and John Kerry in 2004 were unable to overcome Republican depictions of them as so-called tax and spend liberals from Massachusetts. Senator McCain has stepped up his attacks on Senator Obama in recent days on a range of issues, from his iness to be commander in chief to his stand on tax cuts and energy prices. Senator Obama says he is going to change Washington, but his solution is to simply make government bigger and raise your taxes to pay for it," he said. "We have been doing that for years, my friends, and it has not worked." Polls show voters generally prefer Obama to handle the weakened U.S. economy, but place more trust in McCain to handle the war in Iraq and national security in general. The question of whether Obama is a suitable commander-in-chief is one which I think voters will continue to mull over the course of the campaign," said Michael Barone, a Washington-based political analyst and author. "He is clearly at a disadvantage to John McCain on this dimension at the moment."For his part, Senator Obama is trying to depict Senator McCain as someone who would continue the policies of President Bush, mindful of public opinion surveys that strongly suggest Americans are looking for change this election year. In recent speeches, Obama has become more forceful in rejecting McCain's attacks and a television ad that compares Obama's celebrity status with pop culture icons Britney Spears and Paris Hilton. They know their [Republican] ideas are used up, he said. "That is why they are spending all their time talking about me. And that is why they are spending all their time trying to convince you that I am a risky choice. But the real risk is doing the same thing." 但是,实际上,维持现行政策才是最大的风险!”Obama and his supporters had hoped his recent trip to the Middle East and Europe would bolster his credentials in foreign policy and national security issues. But Quinnipiac pollster Peter Brown says that so far, there is little evidence to suggest that Obama got much of a public relations boost, or bounce, out of his trip. Senator Obama had a good trip by all accounts to the Middle East and Europe," he said. "He met with leaders. They said nice things about him. He drew a huge crowd in Berlin. But he may have been making friends in Berlin, Germany, but he may not be doing as well in Berlin, New Hampshire. To many experts, the 2008 race is starting to look like the election of 1980 between President Jimmy Carter and his Republican challenger Ronald Reagan. Analyst Norman Ornstein says like this year, voters were in a sour mood in 1980 and looking for change, but unsure about putting Reagan in the White House. And I believe fundamentally that in 1980, the election was all about Ronald Reagan," he said. "People did not want another four years of Jimmy Carter. But they were not clear or comfortable for much of the way with whether Reagan got over the bar of acceptability to be commander in chief and president of the ed States." Could 2008 be a repeat of 1980? Public opinion analyst Karlyn Bowman says we should have a better idea after the major party political conventions in late August and early September. The last time we had an open contest, in 2000, around 60 percent of those surveyed by the University of Michigan said that they made up their minds at [during] the convention or after it," she said. "Of the candidate's supporters, one quarter still say that they could change their minds. So stay tuned." Experts do seem to agree that Obama does have one advantage over McCain at the moment - Democrats seem much more energized to turn out and vote this year than Republicans. 200808/45402Anchor: Dick Parsons' primary objective in putting together this deal was to make sure that he was securing Time Warner's future. And you know you can't talk about the futrue of media companies these days without looking to the Internet. That's why this deal is so important and if you hear it from Parsons himself, he will tell you that this partnership is going to expand with time. Dick Parsons: We know, you know, virtually everybody knows at some point of time all of the stuff that we do and have done in the past , the moives, the television, even a lot of the content in our magzine, all that's gonna be available online one day. Um, under what business model? We don't currently know, how, who's distributing, how the rights all work, what the, what the splits are, we don't know yet, but we all have to be out there experimenting, trying to open up that new channel of distribution. So the, the nature of the partnership we've just created with Google is going to create first of all a platform to get all of the AOL content online. We've got a partner in the sort of search business and that platform will then serve down the road as a, as a platform for the rest of the Time Warner content , so that this is, this is the first step and an inevitable process of taking this huge libraries of, of...motion pictures, of television, of animation and of text-based information to the Internet. Anchor: But you are saying baby steps? Dick Parsons: I'm saying steps. Anchor: Steps along the way? Dick Parsons: Yeah. I agree with you.Anchor: When might we see that? When might we be able to see some of the AOL moive or the Time Warner movies? Dick Parsons: I think sooner, ur sooner than you might anticipate, but I'm not in a position to make , to preannounce anything at this point. Anchor: Ok, but if I thought soon was two years or may be sooner? Dick Parsons: Oh, sooner than that. Anchor: I also asked Parsons about comments from activist shareholder Carl Icahn who has pened this deal.Dick Parsons: I try to deal with all our shareholders, and particularly the larger ones, um, in the same fashion. Um, you hear their ideas, ur, you evaluate their ideas and when you think they have something, ideas that they are gonna add in value actually when you don't do, eh, you don't act at once. Anchor: Parsons says he has not spoken with Icahn this week, oh, and by the way, when you ask him, Parsons will tell you that he thinks Time Warner shares are screaming buy. 200808/46402
