I want to thank Dr. Lindsey and Bob Carroll, and John and Marty -- thank you all for talking about the benefits and wisdom of keeping taxes low. I do want to remind people what life was like in the years 2001 and 2003. The country was having some pretty tough economic times in 2001. Larry, you might remember that period. DR. LINDSEY: I do -- painfully.THE PRESIDENT: Yes, we had a period of -- we had a couple of meetings in Austin, Texas, prior to me getting sworn in as the President, and people from industry were saying, youre going to inherit a really tough period. I mean, clearly the economy was slowing, and so we had to strategize on how to deal with it. And Larry and others agreed that the best way to deal with economic uncertainty is to let people have more of their own money, because we believe that the economy benefits when theres more money in circulation, in the hands of the people who actually earned it.I know thats probably not as sophisticated a concept as some of you all up here have articulated, but its a concept that worked. And then when you couple the economic slowdown with an attack on our nation and our firm response to that attack, it created more economic uncertainty. And thats why the tax cuts of 2001 and 2003 were necessary. And the facts are that we had 52 months of uninterrupted job growth, the longest in the history of the ed States.I know you believe, and I firmly believe, that those tax cuts were part of that engine for that economic vitality. And the economy is not doing as well as wed like to do -- like it to do today, but theres no question that the tax cuts provided economic vitality.And now the question is, what will the Congress do? Given the facts that tax cuts have worked, what will be the congressional response? Our response is, lets make those tax cuts permanent. Lets make sure that there is certainty during uncertain times in our economy. Imagine if youre trying to plan -- plan your life, plan the future for your small business -- and you dont know whether or not Congress is going to keep your taxes low. It makes your environment more uncertain.You hear a lot of talk out of Congress about, you know, the economic slowdown, and we understand theres an economic slowdown and were concerned about the economic slowdown. But one of the things that they can do to help make sure that this economy recovers like we believe it will is to make the tax cuts permanent.Our fellow citizens have got to understand that those tax cuts arent permanent. In other words, if Congress allows them to expire, here are the consequences: First of all, taxes go up by an average of 0 billion a year. And I promise you theres going to be a 0 billion expansion of government to couple that -- those tax increases. And the fundamental question is, who would you rather have spending your money -- you, or the Congress? I would strongly suggest the answer is, you. (Laughter.)A family of four with ,000 in income will pay ,155 more in taxes. That may not sound like a lot to folks who are throwing around a lot of big numbers in Washington. It means a lot if youre trying to save for your family. It means a lot if youre worried about gasoline prices. It means a lot if youre a hardworking American family. Thats a lot of money.If youre a family of four with a ,000 income, youll pay ,900 more in taxes. Over all, 43 million families with children will face a tax increase of ,323 on average.Our philosophy is not only does the economy benefit when taxes are low, we believe American families benefit when they have more money to spend. And its that collective wisdom of individual Americans that really define the course for our country. And there really is kind of -- talks about the philosophical divide we face. Who is more wise -- the Congress, or the individual? We trust the individual. We trust that individual to make the proper decisions for their family.Now, people say theres got to be basic services out of government. Absolutely. We got plenty of money in Washington. What we need is more priority. People got to set the priorities. Government cant try to be all things to all people. Government has got to also understand that when someone is working hard, the more money they have in their pocket the better off the country is.I want to talk about small businesses. Seventy percent of new jobs are created by small businesses. Its really an important part of the American economic scene. As a matter of fact, its an important part of a hopeful America. Isnt it wonderful to have a country where people can come and have a dream and work hard and own their own business?And so thats why throughout this administration weve been promoting the ownership society. I love it when I meet owners of a business. Many of them happen to be formed around a kitchen table. And you meet these men and women, and they just -- with such pride, they tell you about their company and they tell you about their employees and they tell you how proud they are of being able to make it.Well, it just turns out that 75 percent of the taxpayers who benefitted from the reduction of the top bracket were small business owners. So when you hear people say, were just going to tax the rich, American citizens have got to understand, because of the way these small businesses are set up, that they pay taxes at the individual income tax rate. So when you hear "tax the rich" youre really talking about taxing mom and pop businesses. If 70 percent of the new jobs in America are created by small businesses, why would you want to take money out of their treasury? Why wouldnt you want to encourage them to thrive by letting them keep more of their hard-earned dollars?If Congress doesnt act, 27 [sic] small business owners will face a tax increase of ,066 on average. In other words, that ,000, on average, for the small businesses wont be available for investment, wont be available for programs that help their employees, will make it harder for them to compete.And so I want to thank you all for your steadfast support of the American people and the American small business owner, by working to keep taxes low.Today the Senate is debating a bill called the Warner-Lieberman bill, which would impose roughly trillion of new costs on the America economy. Theres a much better way to address the environment than imposing these costs on the job creators, which will ultimately have to be borne by American consumers. And I urge the Congress to be very careful about running up enormous costs for future generations of Americans.Well work with the Congress, but the idea of a huge spending bill fueled by taxes -- increases -- isnt the right way to proceed. And the right way for Congress to proceed on taxes in general is to send a clear message that the tax relief we passed need to be made permanent.Thank you for your interest. EDTTHE PRESIDENT: I want to -- thanks -- I want to say thank you to all of my former colleagues for taking the time to visit here today at the White House. I want to particularly thank Senators Baucus, Senator Dodd, all the senators who have been fighting tirelessly on behalf of health care reform -- for many years, in some cases. I want to mention, by the way, that I spoke to Senator Kennedy earlier this morning. He is gung-ho, y to go. He had a whole range of ideas in terms of about how he'd like to see this move, and he's grateful that Chris has been taking on a lot of the work in the health committee, but he is very enthusiastic about our progress.This issue, health care reform, is not a luxury. It's not something that I want to do because of campaign promises or politics. This is a necessity. This is something that has to be done. We cannot avoid bringing about change in our health care system. Soaring health care costs are unsustainable for families, they are unsustainable for businesses, and they are unsustainable for governments, both at the federal, state and local levels.All across the system what you are seeing are skyrocketing premiums, you are seeing people who are getting caught up in loopholes and end up not having coverage that they thought they had. We have a system here in the ed States which is spending more money per capita than just about any other industrialized or advanced nation, and yet we're actually seeing worse health care outcomes in many cases.And to give you a sense of what we're looking at down the road if we don't initiate serious reform, one-fifth of our economy is projected to be tied up in our health care system in 10 years; one fifth. Millions more Americans are expected to go without health insurance if we don't initiate reform right now. And outside of what they're receiving for health care, workers are projected to see their take-home pay actually decrease if we don't get a handle on this.So we can't afford to put this off, and the dedicated public servants who are gathered here today understand that and they are y to get going, and this window between now and the August recess I think is going to be the make-or-break period. This is the time where we've got to get this running.I want to just make mention of something that I've talked to many of you privately about. I want to say this publicly. As we move forward on health care reform, it is not sufficient for us simply to add more people to Medicare or Medicaid to increase the rolls, to increase coverage in the absence of cost controls and reform. And let me repeat this principle: If we don't get control over costs, then it is going to be very difficult for us to expand coverage. These two things have to go hand in hand. Another way of putting it is we can't simply put more people into a broken system that doesn't work. So we've got to reform the underlying system. And this means promoting best practices, not just the most expensive practices. And one of the things I'm going to be discussing with the health and the finance committees is how can we change incentive structures so that, for example, places like Mayo Clinic in Minnesota are able to provide some of the best health care services in the country at half or sometimes even less of the costs than some other areas where the quality is not as good. What we should be -- and by the way, that's not just unique to Mayo. The Cleveland Clinic in Ohio, same thing: top-notch quality, lower costs. What we've got to figure out is how do we create the incentives in terms of how we are reimbursed, how we deal with getting doctors to work together more effectively, how we're working on prevention and wellness so that we're driving down costs across the board.Now, I appreciate the efforts that are being made by these senators. I look forward to discussing with them their ideas. This is going to be a heavy lift, I think everybody understands that. But I'm also confident that people want to get this done this year. And under the leadership of Max and Chris and all the other participants here, I'm confident that we're going to get it done.So thank you very much, everybody. America's new strategy comes after a difficult year in Iraq. In 2006, the terrorists and insurgents fought to reverse the extraordinary democratic gains the Iraqis have made. In February, the extremists bombed a holy Shia mosque in a deliberate effort to provoke reprisals that would set off a sectarian conflict. They succeeded, and the ongoing sectarian violence, especially in Baghdad, is making all other progress difficult. Only the Iraqis can end the sectarian violence and secure their people. Their leaders understand this, and they are stepping forward to do it. But they need our help, and it is in our interests to provide that help. The changes in our strategy will help the Iraqis in four main areas: First, we will help the Iraqis execute their aggressive plan to secure their capital. Eighty percent of Iraq's sectarian violence occurs within 30 miles of Baghdad. The new plan to secure Baghdad fixes the problems that prevented previous operations from succeeding. This time, there will be adequate Iraqi and U.S. forces to hold the areas that have been cleared, including more Iraqi forces and five additional brigades of American troops committed to Baghdad. This time, Iraqi and American forces will have a green light to enter neighborhoods that are home to those fueling sectarian violence. Prime Minister Maliki has pledged that political or sectarian interference with security operations will not be tolerated. Second, America will step up the fight against al Qaeda in its home base in Iraq -- Anbar province. Our military forces in Anbar are killing and capturing al Qaeda leaders, and protecting the local population. Recently, local tribal leaders have begun to show their willingness to take on al Qaeda. And as a result, our commanders believe we have an opportunity to deal a serious blow to the terrorists, so I've given orders to increase American forces in Anbar province by 4,000 troops. These troops will work with Iraqi and tribal forces to increase the pressure on the terrorists. America's men and women in uniform took away al Qaeda's safe haven in Afghanistan, and we will not allow them to reestablish it in Iraq. Third, America will hold the Iraqi government to benchmarks it has announced. These include taking responsibility for security in all of Iraq's provinces by November, passing legislation to share oil revenues among all Iraqis, and spending billion of its own money on reconstruction projects that will create new jobs. These are strong commitments. And the Iraqi government knows that it must meet them, or lose the support of the Iraqi and the American people. Fourth, America will expand our military and diplomatic efforts to bolster the security of Iraq and protect American interests in the Middle East. We will address the problem of Iran and Syria allowing terrorists and insurgents to use their territory to move in and out of Iraq. We will encourage countries like Saudi Arabia, Egypt, Jordan, and the Gulf states to increase their economic assistance to Iraq. Secretary Rice has gone to the region to continue the urgent diplomacy required to help bring peace to the Middle East. My national security team is now making our case on Capitol Hill. We recognize that many members of Congress are skeptical. Some say our approach is really just more troops for the same strategy. In fact, we have a new strategy with a new mission: helping secure the population, especially in Baghdad. Our plan puts Iraqis in the lead. Others worry that we are pursuing a purely military solution that makes a political solution less likely. In fact, the sectarian violence is the main obstacle to a political solution, and the best way to help the Iraqis reach this solution is to help them put down this violence. Members of Congress have a right to express their views, and express them forcefully. But those who refuse to give this plan a chance to work have an obligation to offer an alternative that has a better chance for success. To oppose everything while proposing nothing is irresponsible. Whatever our differences on strategy and tactics, we all have a duty to ensure that our troops have what they need to succeed. Thousands of young men and women are preparing to join an important mission that will in large part determine the outcome in Iraq. Our brave troops should not have to wonder if their leaders in Washington will give them what they need.
